Problems just seem to never end for Elon Musk and his X (Twitter). X is now the target of a lawsuit filed by the French news organization Agence France-Presse (AFP) for alleged copyright violations. The complaint is a result of X’s refusal to engage in negotiations about payment for the platform’s distribution of AFP news content.
AFP is pleading with a Parisian court for an immediate injunction that would force X to divulge details regarding the repurposing of AFP’s content. This will assist in calculating the compensation that the AFP is entitled to under the neighboring rights statute of France.
The European Union passed the copyright extension in 2019 and French law adopted it the same year, protecting even the briefest clips of news information disseminated on digital platforms. This policy is in effect for two years after publication and covers a wide range of content types, including infographics, photos, videos, and excerpts from articles.
“Today, AFP announces that it has taken legal action to obtain an urgent injunction before the Judicial Court of Paris. This move is aimed at compelling Twitter, by the law, to provide all the necessary elements required for assessing the remuneration owed to AFP under the neighboring rights legislation,” stated the news agency in a press release.

Reacting to AFP’s legal move, Musk posted on X, “This is bizarre. They want us to pay them for traffic to their site where they make advertising revenue and we don’t!?”
The lawsuit comes at a time when digital platforms worldwide are required by law to negotiate with publishers for news reuse, as seen in Australia’s news bargaining code targeting Google and Facebook and Canada’s recent Online News Act. Despite this global trend, X’s alleged infringement seems less likely to provoke an intervention from the competition authority, given its non-dominant position in general search services.
