Ripple CEO Brad Garlinghouse discussed positive growth in crypto regulations, roadblocks in the CLARITY Act, IPO prospects, the bridge between traditional finance (TradFi) and decentralized finance, XRP status, and more during the Wyoming Blockchain Symposium.

Ripple CEO Talks on Crypto Regulations, CLARITY Act & XRP Status

During the third annual Wyoming Blockchain Symposium, Ripple CEO Brad Garlinghouse said the crypto industry has transformed from facing stringent regulatory setbacks to participating in ongoing U.S. regulatory developments, rejecting claims that the crypto industry opposes regulations.

Brad Garlinghouse slammed Senator Elizabeth Warren for her opinion on crypto. He pointed out that Ripple holds 75 licenses worldwide and reiterated the federal court finding that XRP in itself is not a security.

On the CLARITY Act, he said, “Ripple’s view is, in order for the industry to succeed in the United States, we need clarity for the whole industry. We need that broadly, so we have leaned in aggressively to support the CLARITY Act.”

Ripple CEO added that Senators Tim Scott, Cynthia Lummis, and White House crypto Advisor Patrick Witt are optimistic about the CLARITY Act passage, so he is also optimistic. Despite the roadblock due to ethics provisions, he remains hopeful of “getting across the finish line.”

Views on Modernizing Financial Infrastructure, IPO and AI

Brad Garlinghouse described Ripple’s long-standing focus on bridging TradFi and blockchain. He claimed the approach was once criticized by the crypto industry and “purists,” but is now viewed as a strength in a growing regulatory environment.

Despite the bear market conditions, CEO Garlinghouse said Ripple is on track for a record year and expects to more than double revenue YoY. He emphasized that institutional infrastructure is currently the crypto industry’s primary driver.

Ripple CEO gave Kraken a shoutout for its strong revenue despite being a private company and headwinds in the overall market. He said it’s because they diversified beyond retail and crypto-only offerings.

This sparked discussion on Ripple IPO as Kraken announced IPO plans and has already filed with the SEC. On Ripple IPO, Brad Garlinghouse said “We’ve been very happily private for a long time.” However, things have changed and “we are more neutral on the topic than maybe we used to be.”

Over the past year, the company did almost $2.5 billion in acquisitions and has conducted about $3 billion in shareholder tender offers across the past two years. He anticipates further consolidation and larger deals during the crypto winter.

Together, the acquired platforms Hidden Road and GTreasury touch roughly $16 trillion in annual transaction volume, comparable to Visa’s scale. Garlinghouse noted that shifting portions of this activity onto the XRP Ledger could deliver meaningful improvements in speed, cost, and settlement.

Brad Garlinghouse argued that AI is not primarily driving major corporate layoffs, but organizational bloat is often the issue. He claimed that AI enables growing businesses to operate more effectively. Regarding agentic payments, he saw potential but stressed the need for guardrails around corporate access and human accountability.
