SkyBridge Founder Anthony Scaramucci has opined that President Donald Trump will sign off on the recently negotiated bipartisan ethics agreement, which could ultimately pave the way for the Senate to pass the CLARITY Act. This comes as the crypto bill’s odds of passage this year fall to new lows with just a week left before the Senate heads for its August recess.
Scaramucci Says Trump Will Likely Sign Off On CLARITY Act Ethics Deal
In an X post, Scaramucci said that he thinks that the president will ultimately sign off on the bipartisan ethics provision. “If POTUS ultimately signs off, which I think he will, who will stand in the way of Clarity? If Dems (or GOPs in the pocket of bank lobby) stand in the way, they will regret it in November,” he said.
As CoinGape reported, Senators Thom Tillis and Ruben Gallego worked on the bipartisan ethics package, which they sent to the White House yesterday. This is notably a counteroffer to the partisan ethics provision in the CLARITY Act, which the White House and Republican senators agreed on.
In a now-deleted X post, Scaramucci had earlier said that President Trump’s kids were okay with the bipartisan ethics provision, a development which could also prompt the president to sign off on the deal. Although the details of the bipartisan provision remain unclear, sources have said that it includes a role for state attorneys general, according to journalist Eleanor Terrett.
Democrats had opposed the initial ethics provision because it empowers only federal prosecutors to enforce it. A potential sign-off from Trump on the bipartisan deal could pave the way for a vote on the CLARITY Act next week. Senator Cynthia Lummis already signaled that they plan to hold a vote on the crypto bill next week before their recess.
Odds Of Passage This Year Fall To New Lows
The odds of the CLARITY Act becoming law this year have fallen to new lows. Data from the top crypto prediction market platform Polymarket shows a 23% chance that President Trump will sign the bill into law this year, down from 30% earlier this week.

With the CLARITY Act facing a race against time, stakeholders are pushing for the Senate to vote on the crypto bill by next week. Treasury Secretary Scott Bessent had said yesterday that the Senate needs to vote on the bill “now.”
Crypto ETF issuer Grayscale also just sent a letter to Senate leaders John Thune and Chuck Schumer requesting a floor vote on the CLARITY Act before the August recess.
