Negotiators are targeting to send a new bipartisan ethics package to the White House by Friday, Senator Thom Tillis confirmed. “That language is probably gonna get vetted with the admin Friday, maybe,” he said.
As CoinGape reported earlier, Senators Ruben Gallego and Thom Tillis are finalizing language for a new bipartisan ethics counteroffer. Senators reached a preliminary agreement on the approach to ethics provisions in the Clarity Act, but specific details are not yet public.
In addition, Senator Thom Tillis wants to push a Clarity Act procedural vote next week. He hopes to convince Democrats to show good faith after all bipartisan negotiations by advancing the crypto bill. “If we don’t get this ethics baseline done, I’m not going to vote on the back end,” he said.
Meanwhile, key Senate Democrats haven’t ruled out voting for a procedural motion next week to begin the Senate’s consideration of the Clarity Act. However, a Democratic Senator claimed, “there’s a lot that needs to go right before that actually happens.”

Jack Dorsey’s Block Urges Passing the Clarity Act
Jack Dorsey’s Block sent a letter urging Senate leaders to bring the Clarity Act to a floor vote, calling for regulatory clarity and legal protections for developers and self-custody.
“I’m writing to express our strong support for the Digital Asset Market (Clarity) Act, and to respectfully urge Senate floor consideration of this bill,” the letter stated.
Meanwhile, the SEC and CFTC are building a backup plan for US crypto rules as the Clarity Act before the August recess seems difficult. The US regulators are advancing Project Crypto to define crypto assets and create clearer rules for staking, stablecoins, custody, fundraising and onchain trading.
Also, Patrick Witt criticized U.S. banks after 134 banking executives and leaders urged the Senate to revise the CLARITY Act’s stablecoin provisions.
