Ark Invest added 220,012 Circle shares last Tuesday, valuing the purchases at roughly $13.9 million. The Ark Innovation ETF got 159,517 shares. Ark Next Generation Internet ETF was 42,400 shares, Ark Blockchain and Fintech Innovation ETF were 18,095 shares.

The acquisitions indicate that Wood is not deterred by the recent vulnerability of Circle and the broader stress on cryptocurrency-related assets. 

Circle operates USDC, a large dollar-linked stablecoin that can be utilized in decentralized finance markets, payment systems, and exchanges. Nevertheless, the declining crypto sentiment has lowered the interest of the investors in businesses closely associated with digital assets.

Ark often buys innovative growth companies during steep declines or prolonged periods of deeply negative market sentiment. Such a strategy is risky in that the revenue of Circle relies in part on interest payments, circulation of USDC, and market action. 

Nevertheless, the most recent investment indicates that Ark takes the pullback as a chance instead of a long-term decline.

CLARITY Act Progress Could Strengthen Circle’s Market Outlook

Circle stock outlook could benefit from progress on the proposed CLARITY Act. Senator Tim Scott has pledged to promote a law that would create more explicit federal regulations on digital assets. Advocates think the bill has the potential to safeguard retail investors, domestically-based jobs, and American leadership in financial technology.

CRCL stock closed at $66.16 on July 22 after falling 6.92% during regular trading. The premarket activity was weak, with the stock trading 1.45% lower to $65.24 as the sellers persisted.

The stock was still lower than all the three daily exponential moving averages proving a bearish short-term structure. Its average true range per day was 5.37 which indicated high volatility and could have been sharp intraday moves.

Immediate support approaches the critical level of $65.24 and the significant psychological level of $65.00. The next downside target would be the break below $64.50 due to a sustained decline that would reveal the break below $65.00.

To stabilize momentum and decrease the immediate selling pressure, buyers have to recoup $66.16. The next closest visible resistance would then be tested at $67.50 with a stronger recovery.

A decisive breakout above $67.50 may open the path toward $70.00 and $71.08. Downside risks will remain elevated while CRCL trades below its previous closing level.
