If the CLARITY Act is approved by the Senate, the next release of 1 billion XRP from Ripple may be more important than ever. The monthly unlock will take place on September 1. This comes just head of the U.S. Senate holding a cloture vote on the bill to the floor on Sept. 15 when lawmakers return from their August recess.

Will CLARITY Act Impact Ripple’s XRP Escrow Unlock Schedule?

The release is ushered in by a discussion of Ripple’s potential use of released XRP. The U.S. Securities and Exchange Commission (SEC) has recently submitted a registration statement for the Cryptex Digital Market Cap ETF, which seemingly contains a 4.88% stake in XRP.

The filing also refers to information that is alleged to have been provided by Ripple. It says if the regulatory clarity is achieved via passage of the CLARITY Act, then more XRP can be released from escrow by Ripple. The reason cited would be to address off-ledger liquidity needs of stablecoin and foreign exchange trading pairs.

So, the possibility is introduced in the upcoming unlock for the month.

In the past, Ripple has held XRP in escrow under a system of releases. A maximum of 1 billion XRP are released per month. Thereafter a substantial amount can be re-escrowed, subject to new time locks.

It’s crucial to understand the difference between the headline number and the number that is still available. The 1 billion XRP is not a 100% of new selling supply. Some tokens will be released for re-escrow or to use for operations.

What’s The Real Deal?

The discussion has also drawn scrutiny from XRP community figures.

Bill Morgan asked about the source of the statement in the ETF filing that was attributed to Ripple. He said he couldn’t remember Ripple saying anything to that effect.

WrathofKahneman then went to task with stating that Ripple could not just move its escrow releases to a higher rate.  “Strictly speaking, I don’t believe that it is possible,” he wrote. He then added, “Escrow is hard time-locked.”

In a later statement, Morgan clarified his interpretation. “I took it to mean that they would distribute more of the monthly 1 billion XRP released from escrow,” he said. Moreover, he added that this would require sufficient demand.

Meanwhile, WrathofKahneman responded that the interpretation made sense. He added that he would like to see demand reach that level each month.

The CLARITY Act has set important regulatory dates. The Senate vote to close is scheduled for September 15. The law, if passed, may impact on the liquidity of XRP available in institutional markets, such as stablecoins or FX applications.
