Russia’s Russia crypto law is live. Federal Law No. 282-FZ took effect on September 1, 2026, making the country one of the largest economies to establish a fully licensed digital-asset trading framework.

The law legalizes trading, custody, and select cross-border settlements through Bank of Russia–supervised intermediaries. Domestic crypto payments for goods and services remain banned.

What Opened Today, and Who Gets Access

The path here was gradual. Russia’s parliament advanced the Crypto Regulation Bill to Final Readings last year, setting a September 1 effective date and a 300,000-ruble (~$3,700) annual retail cap.

President Putin signed the bill into law in August. The September 1 date also carries a second meaning.

As CoinGape reported, Russia Delayed Its AML Crypto Bill to Sept. 1, aligning the AML monitoring framework with today’s go-live. That means compliance and enforcement machinery came online simultaneously.

From today, Russians can trade Bitcoin, Ethereum, and USDT through licensed intermediaries. These include regulated exchanges, brokers, management companies, and organized platforms.

The Bank of Russia has pointed to those three assets as the initial liquid set eligible for retail access.

Access is tiered. Non-qualified retail investors face a suitability test and a hard cap of 300,000 rubles (~$3,700) per licensed platform per year. Qualified investors face no purchase ceiling after testing.

Legal custody is now formalized through digital depositories that record ownership rights. Cross-border settlements for foreign-trade contracts are also permitted.

Crucially, crypto is recognized as property, with full court protection, even for holdings not previously declared.

This property designation has a harder edge, too. Putin previously signed legislation granting the state authority to seize digital assets in criminal proceedings.

The Law to Confiscate Bitcoin sits alongside today’s framework, a licensed market and a seizure mechanism operating in parallel.

The $46B Forecast, Sberbank’s Loan Plans, and the 2027 License Clock

Sberbank deputy chairman Anatoly Popov has projected that regulated exchange turnover could reach approximately 4 trillion rubles (~$46B) in the first year, rising to roughly $87B by 2029.

Russia’s Largest Bank Opens Door to Bitcoin, Ethereum, and USDT-Backed Loans, with plans to use mining collateral as a foundation for balance-sheet crypto products.

Those figures represent gross trading volume, not net new buying. The retail cap, a narrow initial asset list, and a 10-month licensing runway mean meaningful depth may not materialize until 2027.

Existing market participants can continue operating under a transition arrangement. Full authorization deadlines fall on July 1, 2027. After that point, banks are expected to block transfers routed through unregistered venues.

Platforms above a set monthly threshold must register and maintain capital requirements and SRO membership.

Wu Blockchain reported on X that Sberbank’s collateral plans cover BTC first, with ETH and USDT to follow once the central bank clears public circulation rules.

Moscow Exchange and other large banks have also been building trading and depository capacity ahead of today’s go-live.

For global investors, the signal is clear: another G20-scale economy now has a licensed BTC/ETH/USDT on-ramp, a custody rulebook, and a legal rail for trade settlement.

For Russian retail, the near-term picture is narrower, a small annual ticket, a suitability test, and a ban on spending crypto at home.
