Bitcoin Price Prediction Ahead of Strategic Reserve Bill

Highlights

  • Bitcoin price is tested at support of $75,000 before the Fed and reserve debate.
  • The strategic reserve bill goes to markup in the House following Senate defeat.
  • Bitcoin ETF outflows reinforce bearish pressure, endangering drops to $70,000.

Bitcoin price traded near $75,900 on Sep 16, 2026, as investors faced key Washington events. Ethereum stood at $2,400, XRP at $1.29, and Solana near $97.20 as crypto prices saw a slight correction.

The crypto market fell 1.82% to $2.58 trillion after Tuesday’s Senate setback accelerated risk reduction. Traders now await a reserve bill review and the Federal Reserve’s policy decision.

House Committee Takes Up Strategic Bitcoin Reserve Bill

The House Financial Services Committee will consider the American Reserve Modernization Act during Wednesday’s markup session. H.R. 8957 would create a Strategic Bitcoin Reserve and a separate stockpile for other digital assets.

Lawmakers will debate the proposal, review Bryan Steil’s amendment, and decide whether it should reach the full House. The measure would preserve government-held Bitcoin for 20 years, limiting administrations’ ability to sell those assets.

Most holdings came from federal forfeiture cases, rather than purchases on markets. Large Bitcoin acquisitions would require separate authorization, including legislation such as the proposed BITCOIN Act.

The committee’s decision follows the Senate’s failure to advance the CLARITY Act on Tuesday. Markets also await the Federal Reserve’s rate decision, scheduled for 2 p.m. Eastern Time.

Traders expect a 25-basis-point increase, which would mark the first rate hike since 2023. Chair Kevin Warsh’s comments may influence the dollar, liquidity conditions, and cryptocurrency prices later Wednesday.

CLARITY Act Still Has a Narrow Route

Senators rejected cloture 49-50 on September 15, missing the 60 votes required to advance H.R. 3633. The result stalled debate on a framework for digital asset oversight.

Senator Thom Tillis filed a reconsideration motion, preserving a procedural route for another attempt. That mechanism keeps the legislation alive but offers no guarantee leaders will schedule another vote.

November’s midterm elections compress timing and make agreement on ethics provisions difficult. Coinbase CEO Brian Armstrong called the outcome disappointing.

Armstrong said the SEC and CFTC still possess tools to deliver clearer rules. Crypto markets responded as traders removed positions tied to near-term legislative progress. XRP price dropped hardest among assets, reflecting its sensitivity to regulatory developments.

Crypto ETFs Record Heavy Outflows

U.S. spot Bitcoin ETFs posted $450 million in net withdrawals on September 15, according to SoSoValue. Fidelity’s FBTC led losses with $215 million, indicating institutional investors reduced exposure before the Fed decision.

Spot Ethereum ETFs lost $141 million, while BlackRock’s ETHA recorded $97.97 million in withdrawals.

Bitcoin Price Prediction: Will Bears Push BTC Below $75,000?

Bitcoin price is testing support around $75,000 after touching a low near $74,900. A daily close beneath that zone could expose $73,500, followed by the psychological $70,000 area.

However, holding support and receiving a measured Fed message could encourage recovery toward $77,500. Stronger momentum above that level may reopen $80,000 as per the future Bitcoin outlook, although ETF outflows could limit follow-through.

The bear case is prevailing below $77,500, and a sustained retake will favourably impact the immediate downside scenario.
