Tether strengthens U.S. presence with Bo Hines’ appointment, eyeing compliance, growth, and a potential U.S.-specific stablecoin under the GENIUS Act.

Highlights

  • A WSJ investigation links Tether to $6.3M paid to Nxum, a firm one-third owned by Bo Hines while he directed the White House Crypto Council.
  • Hines reportedly pushed to extend the GENIUS Act compliance window from 18 to 36 months, a change that favored Tether over U.S. rivals.
  • Nxum denies wrongdoing, calling it a passive stake, as Tether names Hines CEO of its new U.S. stablecoin, USAT.

A Wall Street Journal investigation has linked Tether to $6.3 million in payments made to a consulting firm co-owned by Bo Hines, the former executive director of the White House Crypto Council, while he was still in office and actively shaping U.S. stablecoin law.

Signal Chats and the Compliance Window Push

The Journal reviewed internal messages showing Hines participated in a Signal group chat with his Nxum partners.

In those chats, he reportedly shared legislative talking points and GENIUS Act updates. His partners, in turn, communicated directly with Tether’s CEO.

The WSJ report, published on October 15, 2026, identifies the firm as Nxum, a consultancy Bo Hines co-founded alongside his father and a marketing executive.

According to the Journal, he held a one-third ownership stake in Nxum throughout his entire White House tenure, which ran from January to August 2025.

The payments began around May 2025, when an arrangement between Tether and Nxum was brokered, months before Bo Hines left government. After departing in August, he joined Tether first as a strategic advisor.

That hire, Tether Appointing Bo Hines as Strategic Advisor, was framed at the time as a compliance push. CEO Paolo Ardoino called it a once-in-a-century move for Tether’s U.S. strategy.

Hines also reportedly pushed to extend the GENIUS Act compliance window from 18 to 36 months, a change that particularly benefited Tether over more U.S.-centric rivals. The GENIUS Act, signed in July 2025, is the first federal framework governing dollar-backed stablecoins.

Six U.S. Agencies Now Have 35 Days to Finalize Stablecoin Rules under that law. The Federal Reserve has since released two proposals covering reserve requirements and bank-issuer licensing.

Federal Reserve Unveils Two Proposals for Stablecoin Issuers Under GENIUS Act, now setting the compliance benchmark Tether must meet as the largest dollar-pegged stablecoin issuer globally.

Nxum has denied any wrongdoing. The firm says Bo Hines held only a passive investment stake and had no knowledge of the Tether payments while in government. Ethics rules, Nxum argues, did not require him to divest.

Tether Under Pressure, and the Revolving-Door Risk

The conflict-of-interest questions arrive at a difficult moment for Tether. The U.S. Senate has already scrutinized USDT’s role in sanctioned wallets.

Tether Defends Itself as Senate Probe Links USDT to Sanctioned Iran Wallets. Roughly 84% of reviewed sanctioned wallets held USDT as their primary asset. Tether says it froze nearly $550 million in Iran-linked USDT in 2026 at U.S. authorities’ request.

Despite the scrutiny, Tether has pressed ahead. It named Bo Hines CEO of its U.S.-regulated stablecoin effort, USAT, issued through Anchorage Digital and backed by Cantor Fitzgerald-custodied Treasuries.

Tether to Launch U.S.-Based Stablecoin USAT with Bo Hines as CEO. A later investor pitch reportedly referenced a potential Tether purchase of 25% of Nxum for another ~$56 million, a figure the WSJ says appears in documents it reviewed.

The story also raises concern about leadership continuity at the White House Crypto Council. Patrick Witt, the council’s most recent executive director, has since departed.

Patrick Witt Exits White House Crypto Council as Executive Director, leaving the council without senior staff after the earlier exits of Hines, Harry Jung, and David Sacks.

Before leaving, Witt had backed the CLARITY Act’s Stablecoin Rules, a follow-on bill to the GENIUS Act that stalled in the Senate in September 2026 and remains uncertain.

For investors, the central risk is regulatory credibility. Even without proven illegality, sustained congressional or enforcement attention could pressure USDT liquidity, institutional adoption, or the planned USAT product.
