GOP Senator Josh Hawley Opposes Clarity Act Vote Over Community Bank Fears

Crypto law talks are hanging in a “weird limbo” as lawmakers still work on the CLARITY Act, crypto journalist Eleanor Terrett wrote.

 

“The White House has now started engaging on the Tillis-Gallego bipartisan ethics counteroffer,” Terrett wrote on X. She added that “an intense effort this week” has been underway from some of President Trump’s closest supporters “to make the case for an ethics agreement.”

 

Meanwhile, negotiations are ongoing over other remaining outstanding issues, Terrett said, with the White House leading the discussions around BRCA issues to get the last holdout law enforcement officials closer to a deal.

He said the crypto and banking industries have also compromised as he added, “No one gets everything. Everyone gets most of what they need.” Armstrong argued the remaining issue is whether groups will “stall or block legislation” and called on the Senate to “call the vote.”

Clarity Act Gains Fresh House Support from Haridopolos as Senate Eyes Pre-Recess Vote

Senate negotiations ahead of the August recess remain stalled partly due to the CLARITY Act, according to Punchbowl News reporter Brendan Pedersen. “Democratic leadership continues pushing to delay a procedural crypto vote,” Pedersen wrote on X.

Senate Banking Committee Chair Senator Tim Scott has said they could still hold a first vote on the CLARITY Act before heading into their August recess. He also accused Democrats of slowing negotiations even as Republicans push to get the crypto bill across the finish line.

 

In a FOX Business interview, the Senate Banking Chair said that they should have the first vote on the crypto bill before the recess and that Majority Leader John Thune has the opportunity to make this happen. He added that they would likely be on Capitol Hill for longer than just the remaining two days before their recess.

The draft ethics provisions, which has not yet been made public, is said to mandate that the president sell off crypto business ventures. This could be a big tax event as the sale of the assets would be subject to capital gains tax.

Senator Jerry Moran said that he will not support the CLARITY Act unless it is amended to address concerns raised by the banking sector.

 

The Kansas Republican said he is “unable to support the Clarity Act in its current form until there’s a satisfactory and different outcome than where we are now in regard to its … consequences on the people who rely upon banks in small towns across Kansas.”

CLARITY Act Misses Weekend Vote as Senate Skips Cloture Filing

On Thursday, the U.S. Senate made no attempt to bring the CLARITY Act to a floor vote. This suggests that it is unlikely a procedural vote will take place this weekend and delaying the crypto market structure bill further down the Senate calendar.

 

The Senate Press Gallery posted the daily schedule, which would have the chamber reconvene at 10:00 a.m. Thursday to “resume consideration of the nominations in bloc, pursuant to S Res 817, post-cloture.” The release added that “roll call votes are expected but have not yet been scheduled.”

 

However, the CLARITY Act was not on the agenda at all.

 

The Senate won’t be able to start the process they need to move the bill to a vote this week until a cloture petition is filed. The late filing eliminates the possibility of a weekend vote to close the door on the filings, which is typical procedure in the current Senate session. Read More.
